Low Decks Have Their Own Rules
A deck close to the ground avoids tall posts and stairs, but it brings moisture, permit thresholds and ventilation into the design.
The Permit Threshold Depends on the Town
A freestanding deck under 0.6 m (24 in) above grade needs no permit in Aurora, Vaughan or Kawartha Lakes, while Township of King (King City, Nobleton) and Richmond Hill require one for every deck. Attached decks usually need one regardless. Each town page lists its rule.
Airflow Under the Boards
Composite and wood both need air beneath them. We keep the frame off the soil, vent the skirting and gap the boards so moisture leaves instead of sitting in the joists.
Ground Prep and Drainage
Turf and topsoil come out, landscape fabric and gravel go in, and the grade is sloped away from the house so water never pools under the deck.
Deck Blocks or Frost Footings
A freestanding low deck can sit on precast deck blocks. An attached deck still needs footings below frost depth, because the house does not move with the ground and the deck must not either.
Steps, Borders and Hidden Fasteners
One or two wide steps to grade, a mitred picture-frame border and hidden fasteners are what make a low deck look finished.
Vented Skirting With Access
Skirting hides the frame and keeps animals out; a removable panel keeps hose bibs, drains and sump discharge reachable.
